Design staff is a level of the grander Moderation Team; you can become on the forums. Design staffers moderate in the Resource Center where graphic design and support topics are found.

[edit] What do they do?

Design staff has the ability to warn, disable posting, suspend accounts and all other typical moderator procedures. They also have the ability to accept Submissions in the Queue.

[edit] What does it take to become DS?

Well, there are some requirements to be eligible for the position.
A few of them are:
You must be either a :

   * Official member
   * Official designer
   * Official promoter

You also have to be fairly active in the resource center which is where all the help/support topics are made and where graphic design/web design is noticed. You have to have a vast knowledge of design and such to help anyone who is having trouble with their graphics or codes/layouts. It is preffered that you know much about Photoshop, Paint Shop Pro, and/or any other image editing software.
